Terri Curtis joined the City of Kingman team in April of 2023. Her primary focus is on attracting new businesses to the Industrial Park and the Kingman Airport, business retention and expansion, and several projects within the Industrial Park. She holds a real estate license and has worked in the area for the past four years. She worked with the Mohave County Treasurer’s office and the City of Victorville in California for 19 years. While at the City of Victorville, she worked in the Economic Development Department, with a primary focus on housing. She earned her Bachelor of Arts in Sociology from Chapman University and her Master of Public Administration from California State University, San Bernardino. She is a member of the National Association of Realtors, the Arizona Association of Realtors, and the Arizona Association for Economic Development. Curtis enjoys traveling and glamping while exploring beautiful locations with her husband; spending time with her family and friends; dancing, karaoke, and attending concerts; crafting; and reading.

Please describe your involvement in AAED.

I have assisted with the 2024 Mayoral Roundtable and supported planning for the 2023 and 2025 Fall Forums. I recently served as session lead for a panel discussion on “Airports as Economic Drivers” at the 2025 Fall Forum. I’ve also participated a presenter during the 2024 Spring Conference Rapid Fire Presentation on the I-40 TradePort Corridor. I participated as a mentee during the 2023–2024 AAED Mentor/Mentee Program and am also a member of the 2024 Arizona Pro Certification Cohort.

Why do you want to serve as a member of the AAED Board of Directors?

I am seeking to serve on the AAED Board of Directors to represent rural Arizona and help ensure that our communities are active participants in statewide economic growth conversations. Rural communities face unique challenges, but they also bring innovation, resilience, and opportunity that deserve strong representation at the board level.

In my role as Economic Development Project Manager for the City of Kingman, I work with a highly collaborative team focused on long-term economic growth, infrastructure investment, workforce development, and strategic partnerships. That team-oriented approach shapes how I lead and how I engage — by listening, sharing best practices, and building consensus to move projects forward. I would bring that same collaborative mindset to the AAED Board.

AAED has played a meaningful role in my professional development, and I am eager to give back by actively promoting the organization, supporting its events and educational opportunities, and helping expand engagement across rural Arizona. I strongly believe in the value AAED provides to professionals at every stage of their careers and want to help ensure that value is accessible and relevant to both urban and rural members.

Serving on the Board would allow me to contribute practical, on-the-ground perspectives while helping advance AAED’s mission statewide. I am motivated to support thoughtful leadership, elevate rural voices, and strengthen the connections that make Arizona’s economic development community successful.
