This recruitment is for (1) one position where the selected candidate will be placed in either an Economic Development Specialist or a Senior Economic Development Specialist position depending on qualifications and prior experience.

Economic Development Specialist: FLSA Exempt ($63,300.00 – $91,677.00).
Under general supervision of the Economic Development Director, assists with community organizations, institutions, and businesses in the research, preparation, and implementation of economic development plans, programs, and services.

Senior Economic Development Specialist: FLSA Exempt ($69,788.00 – $101,074.00).
Works independently with community organizations, institutions, and businesses in the research, preparation, and implementation of economic development plans, programs, and services. Generates leads or prospects in targeted areas, creates marketing and promotional materials to expand the local economy by advocating and retention of new businesses to sustain and strengthen the community’s economic base.

Minimum Qualifications

Education and Experience

Economic Development Specialist
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor’s degree in, Urban Planning, Business Administration, Economics, Public Administration, or an equivalent combination of education and experience.

Senior Economic Development Specialist
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor’s degree in, Urban Planning, Business Administration, Economics, Public Administration, or related field, and three (3) years of paid full-time experience in economic development, commercial real estate, community development, or a related field; OR a Master’s in Public Administration, Business Administration, Urban Planning, or current enrollment in an MPA, MBA, or MUP program.

Supplemental Information

Knowledge

  • City and department procedures, policies and guidelines; City Code; Arizona Revised Statutes; local rules, regulations and procedures regarding proper permits and financing for business expansion and start-up.
  • Principles and practices of start-up and operation of a business.
  • Agencies which regulate and assist businesses.
  • Customer service, communication techniques and tools, management practices and procedures.
  • Various negotiation styles and techniques, principles and practices of conflict and problem resolution and continuous process improvement.

Skills

  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely; exhibit a high tolerance for ambiguity.
  • Problem solving and team building skills. Marketing businesses through regulatory agencies.
  • Motivating others in providing superior and high-quality service to citizens, customers and community.
  • Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; functioning standard equipment.
  • Assessing, prioritizing and completing multiple tasks and demands simultaneously.

Pre-employment Requirements
Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.

Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
